In 2005, Jaanus Heinsar graduated from the Tallinn University in the field of sociology. On 1 April 2003, he entered the service of the Ministry of Agriculture as Chief Specialist of the Bureau of EU Affairs of the Public and Foreign Relations Department. From 1 April 2008 to 31 July 2011 he performed the duties of the coun- selor of agriculture, fisheries and environment at the EU Secretariat of the State Chancellery. Since 1 August 2011 he is in the service of the Ministry again, being Head of the EU Affairs Bureau since 7 September 2011.

Ministry of Agriculture of Estonia

The objective of the activities of the Ministry is to provide conditions for the sustainable and diverse development of Estonian rural develop- ment, agriculture, and fishing industry, to ensure safe and proper food and feeding-stuffs, and a good state of animal health and protection and plant health and protection fields through evolvement, implemen- tation and assessment of rural development, agricultural, and fisheries policies and elaboration and implementation of food safety, animal health and protection, and plant health and protection requirements.

European Union and Foreign Affairs Department

The main function of the Department is to organize and coordinate the activities of the Ministry and its area of government in the European Union decision-making process and while participating in international cooperation, and to coordinate the preparation of foreign aid projects and supervise their implementation.
